The Blaine Police Department participates in the Crime Free Multi-Housing Program. The Crime Free Multi- Housing Program originated in Mesa, Arizona in 1992. Due to its success in Mesa, the program has swept into 27 states and several other countries. The program’s copyrighted logo is being found on more property around the U.S. as its value becomes more widely recognized.

Crime Free Multi-Housing is a program, not a guarantee. It is a three phase program that covers manager education, making the property "safe by design", and the third phase is a tenant crime watch program that involves the residents of the property. The Blaine Police Department participates in the Crime Free Multi-Housing Program. The Program originated in Mesa, Arizona in 1992. Due to its success in Mesa, the program has swept into 27 states and several other countries. The program’s copyrighted logo is being found on more property around the U.S. as its value becomes more widely recognized.

The Blaine Crime Free Multi-Housing Program is designed as a partnership between law enforcement and rental property managers to help residents, owners and mangers keep drugs and illegal activity off of their rental property. The program uses a unique three part approach which ensures that resident friendly techniques will be applied to maintain crime prevention goals. While CFMH certification cannot guarantee the property will be "crime free" it can guarantee that the management has gone above and beyond the norm to try to prevent crime problems on the property.

Phase One involves nine hours of training for which they receive certification.

Phase Two will inspect the rental property to assure it meets the security requirements for certification. This essentially means they meet certain requirements for locks on doors and windows, lighting on the property, peepholes in apartment doors and keep the landscaping trimmed to allow for natural surveillance of the property.

Phase Three involves the residents in a meeting to discuss crime prevention and to boost community spirit. This is necessary to achieve the final certification.

Only after a property has completed all phases of the Crime Free Multi-Housing Program can a property display the gold certificate, the official signs and use the logo in its advertising. The property has to re-qualify annually to stay an active member of the program.

Blaine is proud to have had the first fully certified manufactured home communities in the state. Actually, we have 2; Sandpiper Bend and Northview Villa Mobile Home Parks.

We currently have 2 managers certified in Phase 1 of the program.
