Not all businesses in the City of Blaine are “licensed” per se but a specific portion of the business may be licensed or may require a permit. For example, a restaurant serving wine, beer and spirits is required to have an on-sale liquor license issued by the city and a restaurant license issued by the county in addition to other permits issued by various departments of the city. The city does not license the “business” itself but rather specific parts of the business such as liquor or tobacco sales. A business such as a gas station may not have a “business” license from the city but it could require specific permits such as a Conditional Use Permit (CUP) and a sign permit, to name a few.

Some businesses, such as massage therapists, are not licensed by the city but are required to provide proof of training to the city. They register their business with the City Clerk’s office, which includes providing copies of their hours of training and membership in an accredited state or national therapeutic organization, along with their business and home address and an approved form of identification.

If you want to know whether or not you need to obtain a license or permit for a specific business, contact City Hall at 763-784-6700 between 8:00 AM and 4:30 PM, Monday through Friday to be directed to the appropriate department.


The National Sports Center (NSC) owns the property south of 109th where the excavation is taking place. They have leased out this property for a sand mining operation. The City has been told by the NSC that this excavating will be done in the next year or so and then the property will be filled in and the north part of the property will be put back into soccer fields, while the southern portion abutting 105th Avenue will be developed into commercial retail space. In general, snowmobiles may not be operated anywhere in the City west of Highway 65. On the east side of Highway 65, snowmobiling is not permitted in residential areas. Snowmobiling is permitted only on one's private, non-residential-zoned land, or on other private, non-residential-zoned land only with written permission of the landowner in their possession. Garbage containers should not be left at the curbside for more than twenty-four (24) hours. Please remember to wash containers as necessary to prevent nuisance odors.

The City does not currently have a Community Center. The development of a Community Center is not in the City's current five-year capital improvement plan.


The City of Blaine does not currently license massage therapists as they are exempt under Chapter 22, Section 423 of the current ordinance, but it does require that they register with the city. The registration process requires that they provide proof of their hours of training (minimum of 100 hours) and proof of membership in a bona fide state or national therapeutic massage organization. They must also provide home and business addresses, home and business phone numbers, and a copy of their driver’s license or MN I.D.
